Agra holds a very important position as the head of the military. Although he is so disappointed that he is in tears from beginning to end, probably because his troops are being beaten to a pulp by the Gra Valkas Empire, and he is the one who suffers the Emperor's wrath. After the Great Naval Battle of Baltica, his position has become very dangerous, and his neck is still intact.

After the destruction of the Zeroth Magic Fleet in the Naval Battle of Magdola, Agra participated in the first meeting with all high-level governmental officials at the imperial palace in the capital city of Runepolis to determine the countermeasures against the Gra Valkas Empire. At that time, he had pointed out that Port Town Cartalpas could not protect them and urged them to evacuate, but due to Liage's diplomatic viewpoint and the resentment of the nations, he changed his mind to intercept them. In the end, it caused a great deal of damage.

At the Imperial Conference after the Battle of Folk Strait, when the World Union Fleet was formed, Agra had confidently advised and prepared to dispatch the First, Second, and Third fleets of the Eastern Army. However, even these fleets were half-destroyed, and if it were not for the aerial battleship Pal Chimera, which Emperor Milishial VIII had dispatched just in case, the entire fleet had been wiped out in the Great Naval Battle of Baltica.

After the destruction of the Gra Valkas Empire Great Fleet in the Great Naval Invasion of Japan, Agra participated in the meeting with Emperor Milishial VIII and all high-level governmental officials at the Castle Albion in the capital city of Runepolis. The meeting’s agenda had already been discussed through preliminary reports and fragmentary videos of the naval battle between Japan and the Gra Valkas Empire. They watched the video by recording from the aerial battleship Pal Chimera, showing an anti-ship guided missile landed on a cruiser, causing a more violent and bigger intense explosion. Unable to find any other words beyond shock, Agra and other officials stayed silent as they watched the video. Japanese cruisers bombarded the battleship Grade Atlastar with multiple missiles and shells, making them wonder how thick the armoring was on the enemy battleship.
After the video ended, Agra and other officials were shocked about Japan’s strength. He listened to Intelligence Bureau Director Arneus explaining the anti-ship guided missiles, causing Military Minister Schmill Pao's anxiety and humiliation on Japan’s advanced weapons development.
Agra handed out the documents and discussed the necessity of the operation about the Liberation of the Hinomawari Kingdom first before Leifor. Japan wanted to build an airfield around Valkyries for an attack on Leifor’s west coast, which was a considerable distance between the vicinity of Valkyries and Leiforia. Birkburn asked Agra why Mu hadn't continued to the capital Leiforia. Agra explained to him and other officials that the remnants of the Gra Valkas Empire army were using the Foreign Affairs building in the Hinomawari Kingdom as their command site. This building is also built right next to the king’s estate. In addition, the important military installations are located right next to the capital’s residential areas. Mu was very concerned about them even when they used to be a client state of Leifor.
Agra gave the documents to the governmental officials. According to what’s written in the documents, once the Hinomawari Kingdom had been liberated, Japan would set up an airfield around the Valkyries base, then destroy the Gra Valkas Empire fleet off Leiforia through airstrikes. In addition, attached to the document is a request to the Holy Milishial Empire to dispatch a fleet to carry out a naval blockade once they’ve secured air superiority. Agra also listened to Emperor Milishial VIII asking Arneus and Liage questions about their judgment of Japan’s military capabilities fare against the ancient sorcerous empire after the end of the war with the Gra Valkas Empire, making them the agreement. However, Arneus stated to Emperor Milishial that they still didn’t fully understand some parts of Ravernal Empire's weapons and technologies and they also didn't understand the scope nor limits of these weapons by Japan and the Gra Valkas Empire. Emperor Milishial ordered Arneus to endeavor to gather more information.
The Holy Milishial Empire has decided that after they’ve confirmed the destruction of the enemy fleet off Leiforia, it will send a fleet led by magic battleships to spearhead a naval blockade.
