The Holy Milishial Empire (神聖ミリシアル帝国, Shinsei Mirishiaru Teikoku) is a millennia-old country that spans much of the central continent and boasts one of the highest levels of urbanization, industrialization and technological and magical progress in the entire New World. The most powerful country of the First Civilization Area, the Holy Milishial Empire made its fortune by studying and reverse engineering the remnants of magical technology preserved in the many ruins of the vanished Ravernal Empire scattered throughout its national territory. Thanks to the great military strength accumulated over the millennia, the Empire has long been recognized by the international community to be the first superpower and main protector of the New World. However, the magical transfer and emergence of new advanced non-magical countries such as Japan and the Gra Valkas Empire, the revelation of the secret strength of the Annonrial Empire and the return of the Ravernal Empire are seriously endangering its position of supremacy.
It is an Elven majority nation, one of the only in the world.
The Holy Milishial Empire is one of Japan's closest allies, yet their relationship is more one of convenience than sincere friendship.
Its name is derived from the continent it is situated on-Mirishient.

Not much is known about the history of this country, but its predecessor has certainly been dominated by Ravernal Empire in the past.
After the disappearance of the Ravernal Empire, the Holy Mirishial Empire had absorbed their remaining technologies and knowledge as a prerequisite for creating the empire.
The empire spent a long time in the past continuously expanding and conquering the surrounding territories until, at some unspecified time, it decided to stop and switch to a foreign policy of friendship and peace.

Pre New World War[]
The actions of the Parpaldia Empire waging war against Japan perked the interest of the Holy Milishial Empire, especially after hearing many accounts from merchants that once visited Japan and described their technology and civilization. While normally Japan should come to Milishial to open the diplomacy talk, the Information Director instead took the initiative by dispatching Lydolka and 30 other members under the guise of "pre-emptive meeting" in order to convince the Parliament.
After the war ended, Lydolka and the delegation managed to obtain a map of the New World from Japan even though such an item would be considered very confidential for a country to give it for free. Thanks to Japan's map, they were able to locate the Gra Valkas Empire's mainland after delegation sent to Leifor to meet up with Cielia fails to obtain the location of their homeland due to secrecy from Gra Valkas Empire.

Holy Milishial Empire utilizes magic technology to create machines that run on magical energy, like jets, cars or high-speed electric train. As a result, their technology level was somewhere in the post-WWII - the Cold War era, although, ironically, the performance of those technologies was only equivalent to World War II, even worse due to the shortcomings and weaknesses in those technologies.
The primary reason why the country is able to achieve such technological achievements and considered to be the strongest country in the world is because they have access to Ancient Sorcerous Empire’s advanced magical technology to improve their current magical tech and utilizes old relics of the Empire such as the flying magical battleship armed with magical energy cannons to wreck havoc on their enemies. However, it is stated that a lot of magical technologies of the Ravernal Empire are too advanced for the Holy Milishial Empire to reverse-engineer and produce on their own. In addition, devices built by HME based on reverse engineering from Ravernal Empire's technology perform worse than the original. This is explained by the fact HME's technology imitates the surface effects of the Ravernal Empire's technology it is based on while the underlying science remains largely beyond their grasp. A typical example is that their magic jet plane only has a maximum speed of 350-500 kph while the original engine is equivalent to the supersonic engines of the 1970s from Earth, because HME engineers lack knowledge of refractory materials, and are only starting to understand the theories behind faster-than-sound aerodynamics. This is evidenced over their surprise to see swept wings on the F-15J Kai fighters. They had admitted that their engineers had only just begun to theorize the effects of drag during transonic and supersonic speeds.
This lack of basic scientific knowledge foundation also means that they depend entirely on analyzing the relics of Ravernal Empire to develop technology, unlike Japan, Mu or Gra Valkas Empire, who can develop technology on their own. In essence, the Milishial engineers and researchers are simply creating inferior copies of the Ravernal's magic technology, while not understanding the underlying principals behind it. Consequently. in general, HME can only understand 50% of the principle of Ravernal tech they recovered while unable to cover the rest of 50% of the deep principle. This is, perhaps, the HME's most serious disadvantage.
While innovation is not one of the Holy Milishial Empire's strong suits, the Empire has shown considerable advancement in bridging the technological gap in emergency scenarios. For example, the threat posed by the Gra Valkas Empire and especially the rise of Japan spurred - and inspired - the Empire to make what could be considered a leap in their technology. These include the deployment of the first models of guided missiles, as well as the launch of a new class of battleship, whose power surpasses anything Gra Valkas has ever had. Even so, considering the nature of their technological advancement through imitation and inversion of technology, these advances are likely to be short-term and lack momentum in the long-term.
Much like the Emor Kingdom, Holy Milishial Empire believes that magic is a supreme element and no mechanical tech can match their magic technology. However, after their horrendous loss against Gra Valkas Empire and forced to watch Japan gaining influence in the world state by scoring tons of victory against the common enemy of the world, the whole Empire realizes the hard truth that magic is not always the most reliable thing to rely on to advance, which has spurred them to strengthen ties with Japan - both openly and secretly - in an attempt to learn about and absorb Japan's technological elite in an attempt to maintain their superpower status.
Military[]
The Holy Milishial Empire naval force is mostly equivalent to WWII, with battleships, aircraft carriers, destroyers (referred to as 'small ships' by their own classification), etc., designed and used in the same way as World War 2 warfare. However, technical shortcomings and limitations made their navy much inferior to the Japan's and the Gra-Valkas Empire‘s navy. For example, their anti-aircraft guns fires magical orbs that are just as effective as solid bullets and they don't have anything like Flak or Bofors anti-air gun to increase their effectiveness. The HME also has no concept of torpedoes deployed by ships or naval aircraft. As the result, Gra Valkas Empire decimated their strongest Zeroth Fleet easily with their WWII-era battleships and aircraft.
Furthermore, their air force cannot engage in anti-ship warfare as they lack the capability to create bombs powerful enough to sink ships, as well as lack of speed and maneuverability needed to effectively fight against Gra-Valkas fighters. The HME ships have also proven to be very vulnerable to submarine attacks and torpedoes. Additionally, after seeing the Japanese guided-missile destroyers in action, the HME observers realize that their navy have no defense against Japan's anti-ship missiles and unknown to them even if they figure out how to create first generation anti-ship magic missiles, Japan's destroyers have the capability of intercepting anti-ship missiles with their own anti-air missiles and CIWS.
The HME has eight different naval fleets and several local naval forces, totaling roughly 200 warships. It was able to design and produce the magically advanced Orichalcum-Class Magic Battleships in a barely two year window. Despite making great strides to be able to react to the Gra Valkas Empire, the HME has yet to close many of the critical gaps between the two's war doctrine and equipment.
It was mentioned that HME could not build an engine strong enough to make armored fighting vehicles such as tanks, hinted that most of their army was merely infantry, with (possibly) supported by artillery and highly mobile units like cavalry. In terms of aircraft, they do possess a type of jet-powered fighters, bombers and transport craft, but these engines are more inefficient than their original counterparts and have shown to be subpar in comparison to the propeller-driven aircraft of the GVE and Japan's jets.
Perhaps their strongest and most valuable military assets are the Ravernal Empire artifacts they have acquired, like Magical Flying Battleship. These ships, using anti-gravity technology, direct energy weapons and especially destructive magic bombs, can destroy a battleship with a single hit. The thick armor, reinforced with energy shields, together with close-in weapon systems allows it to effectively fight against Gra-Valkas fighters, compensating for its slow speed, only about 200km/h. However, this craft is not invincible as the armor-piercing shells of the Gra Valkas battleships were able to bring one down.
The HME always proud of their army to be the guardian of the world against the return of the Ravernal Empire due to their access and reverse-engineering of the left-behind relics but their humiliated loss against the Gra Valkas and the clear reality of Japanese advanced mechanical tech, making them seriously doubt their role while some of the officials state that Japan deserves the role of protecting the world against the Ravernal Empire more than them.

In the beginning, Holy Milishial Empire didn't care much about Japan because they're located outside the civilized area.
After the demise of the demon lord Nosgorath, the country began to take interest in Japan as they managed to vanquish Ravernal Empire's living weapon. Later on, Parpaldia Empire fell against Japan, the empire began to show great interest in the country and want to make diplomatic relationship as well as inviting them to the leadership conference. Some perceptive officials stated that Japan deserved the title of Superpower.
Before establishing diplomatic relationship with Japan, most officials still looked down on Japan and tried to suggest gunboat policy on the country. However, after visiting Japan, they were deeply shocked at Japan's vastly superior technology and realized that the Holy Milishial Empire must not treat Japan as a barbarian nation. Furthermore, they also admit that Japan surpasses them in every ways. However, since the level of technology of Japan was too outrageous by Holy Mirishial Empire standard, most the top officials still not taking the Japanese seriously even with the report and testament of the diplomatic team, even the diplomat within the team stated that it is extremely unbelievable for the top brass to believe in Japan superior technology without seeing it with their own eyes.
After Japan scored many victories against the Gra Valkas Empire, the Emperor and many officials stated that sooner or later the Japanese will take over their position as the world strongest country so they tried every possible way to maintain their reputation even though it is pointless and unnecessary.
After Japan defeated the Great Fleet and the superior military technology of Japan is known more by HME government, most HME officials and the Emperor himself start to thinking of learning and acquiring Japan's technology to strengthen the country. At the same time, they also admit no current HME magical technology can stand a chance against Japanese superior mechanical technology and only excavated original Ravernal Empire magical tech can stand a slightest chance, which makes the HME focusing on excavating more Ravernal tech; at the same time, seeking to approach and absorb Japanese technologies in order to narrow the technology gap with Japan. Finally, a lot of HME officials like Meteos respectfully state that Japan's power is rival to that of the Ravernal Empire.

These two countries are considered two close allies, at least on the outside. With the appearance of Japan however, Mu has begun to cooperate more with Japan than with the Empire, especially during the New World War.

The two empires are at war with each other, with the Holy Milishial Empire greatly losing to the World War 2 level of technology of the Gra Valkas Empire.
