Lotus Garden outside of the government building
Lotus Garden is the government council hall outside of the government building in the captial Qua-Toyne in the Qua-Toyne Principality, which appeared in the manga version.
Overview[]
The government council hall called Lotus Garden where places the circle stone conference table with six stone chairs on a small island in the middle of the pond with water lotus, frogs and fishes around full trees with waterfall. The sunlight through the trees looks very fantastic. It is located outside of the Qua-Toyne government building. The six government members are council meeting seats.

Chronology[]
First Contact[]
At this meeting of various heads of state in the Lotus Garden, Prime Minister Kanata was worried about reporting with regards to the defense of Qua-Toyne. The military reported that an unknown object invaded Maihark's airspace, circled the city numerous times, and then left.
At that moment, a young official from foreign affairs burst into the meeting and gave his report. The unknown ship near the Port Maihark. According to the navy, they met an envoy from a country calling itself “Japan,” who communicated that they had no hostile intentions.
After hearing this story, everyone in the meeting room appeared incredulous. The Qua-Toyne government officials must meet their envoy.
Rodenius War[]
Gim Invasion Report[]
The western town of Gim had fallen to Lourian forces. Furthermore, it was a catastrophe where nearly all of its citizens were massacred.
Prime Minister Kanata ordered the reports from the military officer in the Lotus Garden. the military officer responded that Gim is now occupied by Lourian forces. Their invasion force consisted of over thirty thousand soldiers. Qua-Toynian spies report that Louria mobilized five hundred thousand soldiers in all. In addition, the Parpaldia Empire of the Third Civilization was rumored to be providing military support. While this rumor was unconfirmed, Louria does have five hundred wyverns at their disposal. Finally, over four thousand Lourian ships have left port, their whereabouts unknown. The government members were silent.
The meeting attendees held their collective breath as the information from the report slowly sank in. Qua–Toyne didn't have enough numbers to fight against five hundred thousand forces and over five hundred wyverns and four thousand ships. Louria was dead serious in their continental conquest, and there was absolutely nothing Qua–Toyne could do to stop them. It is hopelessness.
Suddenly, the Minister of Foreign Affairs hesitantly raised his hand. He received a message from the Japanese embassy that Japan were sending reinforcements what Qua-Toyne request it. Their constitution forbids them from resolving international conflicts using armed force. They were trying to call the Louria Kingdom a rogue group of armed criminals and ignoring their status as a country. This was probably just a ploy in order to intervene; because their country has poor food production, like Quila Kingdom, they cannot afford to lose our food exports.
Everyone in the Lotus Garden started buzzing with noise. It felt like the sun of hope was rising after a long, dark night of despair. Prime Minister Kanata sent a request for Japan’s help in eliminating the rogue armed forces and authorized their transit through our land, sea, and air until all rogue forces have been totally eliminated.

After the Great Naval Battle of Rodenius, Officer Breweye, who had observed the battle in the JMSDF helicopter carrier destroyer Izumo, was invited to the meeting in the Lotus Garden to give the report and serve as reference. All other attendees had in their hands printed copies of the battle report. The room was completely silent.
He told them that Japan sent out only eight ships, challenged Louria’s forty-four hundred fleet, and then sunk fourteen hundred of them. They faced over three hundred dragon riders with no air support and destroyed them all into mincemeat. And on top of that, their eight ships suffered no casualties.
Everyone thought pretty much the same; the observer’s report was that unbelievable.
Japan's Request[]
After the failure of the naval invasion, Louria Kingdom Eastern Subjugation Army was strengthening Gim’s defenses in order to resume their ground invasion. Prime Minister Kanata reported that Japan has requested approval to use a nine square kilometer area in the Dytle Plains, thirty kilometers west of the capital of Qua-Toyne where they want to build a military camp. He believed plains land wasn't very fertile and approved Japan’s request for land.
While there was some opposition, everyone there understood that they couldn’t fight Louria without Japan’s assistance. They also knew that in the worst case Japan could betray them later, but they had no choice at this point.
With requested Japan’s approval, Qua-Toyne Principality having been granted permission that Japan began to build an airfield at that location near the Ejey.
Final Report[]
After the arrest of Hark Louria XXXIV, Prime Minister Kanata reported the government members in the Lotus Garden that Louria had lost its leader and its influence over their vassals by lost them in the battle. The army of Louria's vassal lords was within the scale of over four hundred thousand people, but uprisings and dissidents against them were turning into civil war. However, fortunately the civil war itself did not seem to last long.
He informed them that when the war began at the first, there were doubted the powers of Japan's army called the Self-Defense Forces. They didn't suffered casualties in the battles. It's impossible to not acknowledge the power of Japan.
The Louria Kingdom's army left with approximately ninety thousand men. Most of them are naval forces. They would be used to respond against internal turmoil and they possess no longer the power to fight against other countries. The Qua-Toyne government officials had to deal with them to improve the relationship with their country in the future.
Obviously, there was a lot of problems to be solved, but Qua-Toyne Principality is saved. From here after their intention was to pursue a more friendly relationship with Japan.
