Third Civilization Area
Third Civilization Area is one of the Three Civilized Areas of the New World consisting of the southern half of the Philades Continent.
Location[]
Located east of the First Civilization Area, this where the 4th Superpower Parpaldia Empire, is located. It is in its eastern outer edge of this civilized sphere that Japan has relocated.
Technology[]
Generally, the technological capabilities of the countries that belongs to this civilized zone is considered to be at the level of 17th to 19th century Earth, just before the start of the Industrial Revolution. However, their technical capabilities are much stronger than the countries on Earth during the 17th to 19th century.
- They already achieve flight using Wyverns, Wyvern Lords, Wyvern Overlords and Magic Airships. They also know the existence of flying machines to a less extent so just like countries outside the civilized spheres, they called them "iron dragons". Countries belongs to this civilized sphere already had facilities that accommodate flying objects like different wyvern and dragon species, magic airships and aircraft.
- They already had ships that can launch different wyvern species like the Dragon Carrier.
Although it is called the Third Civilization Zone, their technological development is the slowest among the three civilized zones and its development is delayed compared to the First Civilization Area which is centered on magic and the Second Civilization Area where mechanical civilization and magic are mixed up. Both the countries from the higher civilizations considered the military threat from these countries to be insignificant. Therefore, some officials of the Holy Mirishial Empire considered it not a civilized sphere. According to Kaios, 68 of its 73 colonies were considered 'uncivilized' countries before conquest, indicating there are more uncivilized than civilized countries on the continent.
However, things are starting to change with the arrival of Japan. Not only does Japan possess highly-advanced technology that surpasses even the Superpowers of the New World, but also because Japan's economic investment in regional countries is also raising the living standards and technology levels here, helping them gradually overcome many other civilized countries in the region and around the world.
Culture[]
Overall, before Japan's arrival, the Third Civilization Area's culture can be described with one word: Conquest. A nation could not advance itself without subduing another. This was especially true with the Parpaldia Empire, which had 73 nations under brutal domination. The weak were forced to serve the strong and all resources were to be handed over to the conquerors without question. In short, the only way to gain more power is to gain more land, usually by force.
However, after the Japanese-Parpaldian War and the collapse of the Empire, culture began to change and adopting Japan's ideas of cooperation and mutual benefit. Conquest was no longer the way to improve one's nation, and the entire Third Civilization Area began to shift toward Japan's way of life and outlook. With the adoption of the Federal system of territorial administration and rise of Kaios as the empire's Head of Government, the empire has becomes more democratic.
Economy[]
Before Japan arrived, the economy in the Third Civilization Area overall was more backward than the Second Civilization and First Civilization due to limitations in technology and production organization, with huge disparities between nations in the area. For example, the Parpaldia Empire is considered the most prosperous nation and the center of the economy of the whole region on so many fields (some can match the Second Civilization Area), while most other small and weak countries have economies largely dependent on agriculture and heavily dependent on the Parpaldia Empire in the purchase of products needed to serve social life and develop the country (something that was thoroughly utilized by the Empire to serve its interests). Some other countries are known to have a stronger and more autonomous economy, such as the Riem Kingdom (known to have a fairly developed arms industry), although that was not enough to escape the Parpaldia Empire's influence.
Japan will also benefit greatly from this weakness, as their products and services are of very high quality when compared to the regional average, which has stimulated Japan's economy to grow by investing in lucrative markets that are almost uncompetitive. Countries in the Third Civilization Area have almost become Japan's "backyard" due to their reliance on Japan (However, unlike the case of the Parpaldia Empire, countries applauded this for the great benefits they received).
Chronology[]
Pre-arrival of Japan[]
The superpower Parpaldia Empire overwhelms much of this civilized sphere. Many nations here are conquered by the empire, making the empire rich both in land and wealth, and the remaining nations are threatened with invasion by the empire. The Empire grew rapidly in power by granting its territories obsolete technology in exchange for contributions of slaves and resources.
Post-arrival of Japan[]
Things changed when Japan arrived in the New World and begin its infrastructure programs and performs a mild-mannered diplomacy in the neighboring countries, making the situation of those countries better and they no longer worry about their yearly tribute to the empire in exchange of obsolete technology transfer, thus making the dominance of Parpaldia slowly slipping away. In addition, the Empire begins to become aware of Japan during the Fenn Kingdom Military Festival (Battle of Fenn Offshore) but the empire underestimated Japan's capabilities, calling them barbarians and foolishly started a war when they massacred 200 Japanese tourists at Fenn (Nishinomiyako Massacre). As a result, the Parpaldia Empire was defeated in the short, one-sided war, losing the majority of its national power and military force, all 73 territories became independent and lost its status as a Superpower. The power balance in the region has changed drastically after the war (For details, see the section Parpaldia Empire).
After the Japanese-Parpaldian War[]
After the war, The Third Civilization Zone was now centered on Japan. The Holy Mirishial Empire was also granted Japan the title of Superpower and offered membership at the Eleven Advanced Nations Conference. It should be noted that while Parpaldia Empire's rise as a Superpower was too arrogant and violent, Japan's rise as a Superpower have been received relatively favorable by its neighboring countries.
New World War[]
The Third Civilization Zone is much peaceful even after Gra Valkas Empire declared world domination at the Eleven Advanced Nations Conference. At first it didn't much have involvement in the on-going New World War. However, things changed when the Riem Kingdom betrayed Japan and allowed Gra Valkas Empire's soldiers in its lands.

Trivia[]
- While the Third Civilization Area has the lowest technological level among the three Civilization Areas in the world, in recent years, Japanese assistance has helped many countries in the region have access to many advanced technologies, allowing them to gradually surpass other civilized nations in the region and around the world. That is gradually blurring the lines between "civilized" and "barbaric" nations, to the point where Emperor Milishial VIII predicts that these concepts will disappear in the near future.
- There is a difference between the lands that encompasses the Third Civilization Area in the WN, LN and manga. While the WN and LN both stated that the only Southern Philades Continent belongs to the Third Civilization Area, the manga shows that the whole Philades Continent (except Topa Kingdom) belongs to the Third Civilization Area.
